Former Federal Bureau of Investigation (FBI) Director James Comey has reportedly been subpoenaed as part of a federal investigation into former U.S. intelligence officials who previously investigated President Donald Trump, according to multiple sources.
Comey and 130 other former officials are being investigated primarily under the theory of a “Grand Conspiracy.” The investigation focuses on whether intelligence and law enforcement officials from the Obama and Biden eras conspired to:
- Manipulate Intelligence: Specifically, the 2017 Intelligence Community Assessment (ICA) which had claimed that Russia interfered in the 2016 election to benefit Trump. Prosecutors are investigating if this conclusion was manufactured to delegitimize his presidency.
- Weaponize the Legal System: Attorney General Pam Bondi has characterized the past investigations into Trump, including the Russia probe and the later classified documents case, as a coordinated effort to target Republicans while shielding Democrats from similar scrutiny.
U.S. Attorney Jason Reding Quinones is overseeing the investigation. Comey was quietly subpoenaed last week by the U.S. District Court for the Southern District of Florida in Fort Pierce, where U.S. District Judge Aileen Cannon, a Trump nominee, has been overseeing a grand jury.
There was no public announcement from the DOJ or court filings released at the time.
The subpoena specifically targets Comey’s involvement in drafting the January 2017 ICA. This also follows a high-profile criminal referral made last year by Director of National Intelligence Tulsi Gabbard, who accused former Obama administration officials of a “treasonous conspiracy” designed to destabilize the Trump presidency.
Since the probe’s inception last year, the investigation has rapidly expanded, with more than 130 subpoenas issued to various officials from both the Obama and Biden administrations. According to legal counsel for several recipients, the inquiry spans a broad timeline — from the 2016 election cycle to the present day.
As part of this widening net, a federal grand jury also subpoenaed former CIA Director John Brennan and key FBI figures Peter Strzok, Andrew McCabe, and Lisa Page last November. In response, McCabe’s attorney dismissed the probe as a “vendetta in search of a crime.”
Despite the intense political scrutiny surrounding the case, Bondi stood by the federal grand jury’s September 2025 indictment of Comey, asserting that the DOJ would “follow the facts” wherever they led.
Bondi’s remarks came as prosecutors formally charged the former FBI director with making false statements and obstructing a congressional proceeding — charges stemming from his 2020 testimony regarding the unauthorized disclosure of sensitive information to the media.
“No one is above the law,” Bondi asserted. “Today’s indictment reflects this Department of Justice’s commitment to holding those who abuse positions of power accountable for misleading the American people.”
The investigation into Brennan centers on allegations that he provided false testimony to Congress in May 2023 regarding the CIA’s role in the Steele Dossier. Since these statements were made within the last five years, they fall within the federal statute of limitations, allowing the DOJ to pursue criminal prosecution.
Additionally, while Comey’s original actions are largely beyond the reach of the law due to the passage of time, he remains a primary target of the probe. Although a 2025 indictment related to his 2020 Senate testimony was recently dismissed on procedural grounds, investigators are now shifting their focus to his more recent conduct and potential involvement in coordinated activities that occurred after that date.
