Elected Democrats Hand Over Governing to Activist Groups

What if Joe Biden’s autopen is a (pun intended) signature character trait of some modern Democrats in government rather than an unusual and egregious scandal? A party dominated by big-money globalist progressives such as George Soros and the political front groups he controls – to the degree that the man basically appoints district attorneys in blue-run major cities – is again showing that its elected officials do not call the shots when it comes to the performance of their duties.

“Newly uncovered records reveal [Arizona Democrat] Governor Katie Hobbs and Attorney General Kris Mayes secretively outsourced their governmental authority to a leftist organization in Washington, DC,” the Arizona Daily Independent reported. “That organization, States United Democracy Center (SUDC), provided legal counsel representation and advice for both Hobbs and Mayes’ offices.”

‘Outlined the Potential Criminal Case’

Outsourced appears to be the correct word. Mayes is alleged to have allowed SUDC to draft the preparatory groundwork in 2023 to prosecute supporters of Donald Trump over loaded claims of election denial related to the controversies that dominated the 2020 vote in the Grand Canyon State.

“[T]he States United Democracy Center provided a 47-page memo to Arizona Attorney General Kris Mayes on July 25, 2023. The memo outlined the potential criminal case against Trump associates and made repeated references to ‘Trump himself’ as part of what it called a criminal ‘false electors scheme,’” The Daily Signal reported in November 2024.

Amazingly, an outside activist group drafted a blueprint for the lead prosecutor in the state of Arizona to follow up on a criminal justice matter.

“The July 2023 memo from the States United Democracy Center called for bringing criminal charges under Arizona law for forgery, tampering with public records, criminal impersonation, presentation of a false instrument for filing, fraudulent schemes and practices, and conspiracy,” The Daily Signal related. A grand jury indictment followed in April 2024, with Trump being named as an unindicted co-conspirator.

Lest it be said that only conservative news sites and organizations are accusing States United of wielding undue influence at the heights of Arizona’s ruling government, The Arizona Republic, the largest daily newspaper in the state and one of the most left-leaning local newspapers in America, also has noticed the improper relationship.

“Arizona’s three most powerful government officials have in recent years turned to a nonprofit elections group for free work, giving access and influence to an outside organization that has targeted former aides to Donald Trump and tracks people who deny election results,” The Republic reported in January.

The paper identified the starkly partisan nature of SUDC.

Target: Trump

“States United evolved from the Voter Protection Program, an initiative of the Progressive State Leaders Committee, which supports progressive attorney general policies across the nation,” The Republic wrote.



“SUDC was founded in 2020 as a secretive campaign to defeat Trump by Norm Eisen, former President Barack Obama’s special counsel for ethics and government reform,” the Daily Independent added. Eisen also played a crucial role for House Democrats in building the first impeachment case against President Trump in 2019, serving as special counsel to the House Judiciary Committee.

“Of note, former Maricopa County Recorder Stephen Richer and former [Democrat] Governor Janet Napolitano both sit on SUDC’s advisory board currently,” the Daily Independent observed. Richer is a rabid Never Trump Republican who did not let his job as official vote counter for the largest county in Arizona prevent him from expressing naked political bias.

In February 2022, Richer attended a summit held by Principles First, a Bill Kristol organization solely devoted to opposing Trump. He appeared on a panel at the affair titled “Defending Democracy: Principles of Protecting Elections.” Guess from whom democracy needed to be defended?

We reiterate: Richer was in charge of counting the votes in Maricopa County elections at the time, with crucial midterm elections being held that year, including the hotly contested gubernatorial race between Hobbs and Trump ally Republican Kari Lake. Hobbs went on to be declared victor by roughly 17,000 votes out of more than 2.5 million cast.

Elected Democrats Aren’t Driving the Car

None of this outsourcing should be surprising to those who have been paying attention to the way so many Democrats in elective office have operated in recent years. The puppet strings are not even being hidden anymore.

As Liberty Nation News reported in 2019, progressive organizations regularly write prefabricated “model legislation” on issues such as abortion rights and driver’s licenses for illegal aliens. Remarkably, several blue-controlled states all conducted major legislative pushes for illegals’ driver’s licenses at the same time that year.

Democratic officeholders and their progressive activist bosses aren’t denying this modern way of governing. “This is how all laws are written,” Allison Anderman, managing attorney at the pro-gun-control Giffords Law Center to Prevent Gun Violence, bluntly told USA Today. “You’d be hard-pressed to find a law where a legislator sits in a chamber until a light bulb goes off with a new policy.”

The newly discovered documents revealing the extent of States United’s sway over Hobbs and Mayes even included official notification that the organization would seek to destroy as much of the paper trail between it and the two elected officials as possible.

“Internal States United communications about your matter, internal administrative material related to your matter, research notes, and/or communications other than those with you or opposing counsel may be destroyed in our sole discretion and consistent with our document preservation policies,” the uncovered agreements read, the Daily Independent reported.

This is how Democrats govern today. Joe Biden, with his autopen, is not an outlier; he is the template.
